TERMINAL ACCESS at KMTTP SITTWE

SHIP BERTHING PROCESS

Safe port access for ships is achieved by our KMTTP Sittwe Marine Team of Dredgers who maintain the draft in the navigation channels and in the port waters and alongside the berths. Additionally the channel buoys help keep the ships navigating safely in dredged channels. Our Marine Team are also responsible for the maintenance of the buoys.  

 

  1. Berthing requests, pilotage, tug assistance are facilitated by our Control Tower Team utilizing modern tracking and communication equipment. 

  2. Prior arrival, the Master must mail the Pilot Request form duly filled in to be accepted and for berth planning. The Pilot Request Form has been supplied to all Ship’s Agents who are required to ensure that the form is completed and submitted to the Control Tower. 

  3. The Berthing request is the responsibility of the shipping agent, who must contact the Control Tower and provide the following information:

Ship’s Name

Flag

ETA / ETD

Last Port / Next Port

Draft on arrival

LOA / BOA

Gross Tonnage

ISPS Level on board

IMDG Cargo onboard?

 

Additionally, the Ship’s Agents must comply with all documentation for Customs and Immigration clearances.

 

ROAD VEHICLE ACCESS

a)     After placement of the movement order from Agent/transporter in import or export             documentation the loaded vehicles approaches Vehicle parking area for documentation and Security checks (Form xxx) which is carried out by the  Ops Gate Checker on duty at the parking area. 

b)     Once checks are completed and the vehicle cleared for terminal entry, the vehicle stays in the parking area until the Operations Supervisor calls for the vehicle for loading or discharging. The Gate Pass is then given to the vehicle driver who proceeds out of the parking area and goes to the Terminal In gate. Gate Security checks the Gate pass and does a physical check around and in the vehicle and enters the vehicle details in the vehicle log, before allowing the vehicle to enter the terminal.

c)     After following the terminal routing to the jetty and on loading or discharge being completed, the vehicle then proceeds to the Out Gate for exit documentation and security checks. The vehicle’s exit is documented in the vehicle log and released to proceed out of the terminal.

 

 

PEOPLE ACCESS

Agents, Vendors & Persons with Long Term Entry Permits  

  1. Agents, Vendors & persons who are required to visit the terminal frequently must apply to the respective Departments they will be working with for long term entry permits. 

  2. They must provide an official letter from the organisation they work in guaranteeing responsibility for them and requesting long term entry permits. A photo ID of the applicant must accompany the application.

  3. The concerned Department checks and if acceptable, passes on the application to the PFSO for registration and preparing long term Visitor entry ID card.

  4. All long term entry ID cards are valid for 1 year and cost as per the annual Services Tarriff list.

  5. All registered Long Term entry ID visitors must attend a Terminal Security Training session after which their Terminal ID cards will be issued to them.

  6. The Long term ID cards are non-transferable and if lost or damaged, a replacement ID card may be applied for which the following proof needs to be submitted to the PFSO:

  7. Letter declaring date and location loss discovered.

  8. A copy of the Police Report of the lost Terminal Photo ID

  9. If the PFSO is satisfied that all proof is acceptable, he will authorise issue of a Replacement Terminal ID card.

 

Daily Visitors  

  1. Persons who have to come to the terminal occasionally must apply for a daily visitor’s pass from the Visitors Pass window on the boundary wall outside the terminal Out gate. A visitor pass is issued to an individual who needs access to restricted areas or non restricted areas for a limited period of time ranging from a few minutes up to a maximum of 24 hours, depending on the need and purpose of his/her access. 

  2. The person receiving a visitor pass has to provide a valid identification in order to receive the pass. The identification will be returned to the individual upon the returning of the visitor pass when exiting the terminal. 

  3. Valid identifications are: 

  1. Valid photo ID 

  2. Valid driver’s License 

  3. Valid Passport

  1. An entry pass will be provided if the following criteria are met:

  1. The online Daily visitor pass form is completely filled in

  2. An official letter from the company the visitor works for provides a guarantee letter. 

    1. A valid photo identification to be handed in to receive the pass. Valid identifications are: Valid photo ID, Valid driver’s License, Valid Passport

  3.  The valid photo ID will be returned to the individual upon the return of the visitor pass when exiting the terminal. 

  4. If the documentation is correct a bar coded Daily pass is issued for one day only.

 

Ship’s Crew Shore Leave passes

a)     Ship’s crew are not allowed to exit the terminal on shore leave, until Immigration has cleared the vessel and shore leave has been granted.

b)     Shore leave passes may be given by the Immigration authorities to the vessel for the duration of the ship’s stay in port or denied depending on the situation and their discretion.

  1. All Ship’s Crew are required to walk on the pedestrian walkways at all times when disembarking from the vessel.

  2. The ship must have a Departure board with ship’s departure and onboard reporting time clearly indicated – placed at the gangway location.
